They also have a dress up your cow in a costume type of contest. I did not catch it this year.

I do that too at times. When I kayak I show the scenery. I try to show what stands out to me when I go somewhere. Many people go to fairs and ignore the original purpose: the food, products and animals from the local area. For many they go for the rides and the entertainment.
